Temporary Special Cash Benefit for Households Exempt from Resident Tax etc.

As the influence of COVID-19 continue to be prolonged, a temporary special cash benefit will be provided to households exempt from resident tax so that those who face various difficulties can receive immediate relief to support their lifestyles.

Target

1. Households exempt from resident tax

Households recorded on the Sakai City Basic Resident Register as of December 10, 2021 and where all household members are exempt from the per capita basis of resident tax for FY2021 are eligible for the benefit.
*Households receiving Public Assistance as of December 10, 2021 are also eligible

2. Households experiencing sudden financial difficulty

Households that are experiencing sudden financial difficulty due to COVID-19 and whose total expected income (for any 1-year period after January 2021) of all household members imposed the per capita basis for resident tax for FY2021 is equivalent to the threshold for households exempt from the per capita basis for resident tax.
*For (1) and (2), households that are composed solely of dependents of those imposed the per capita basis of resident tax are ineligible for this benefit

Payment Process

1. Households exempt from resident tax

A Letter of Confirmation (kakuninsho 確認書) will be sent to the head of household to confirm information including the bank account where benefit will be transferred etc. After checking the contents on the letter, please post it back. Once the Processing Center receives and confirms the contents, the benefit will be transferred. In principle, the bank account used for the special benefit in FY2020 will be used again.

2. Households experiencing sudden financial difficulty

The household head needs to make an application by mail, with the items listed below.
a. Application form
b. Petition (Moshitatesho 申立書) that includes the amount of estimated income
c. A copy of a document that proves the income amount written in b.
e.g.

  • Payment slip of any month after January 2021
  • Bank account passbook that includes the records of pension received
  • Tax return form for 2021
  • Certificate of tax deducted for 2021

d. A copy of ID of the household head
e. A copy of a document that proves the bank account no. of the household head

Schedule

January 31, 2022 Letters of Confirmation to be sent out to the households exempt from resident tax (*1)
February 1, 2022 Application submission starts
February 8, 2022 Benefit transferred to the households exempt from resident tax(*2)

*1. To the households with members that handed in a moving-in notification during the period between January 2 and December 10, 2021, the Letter of Confirmation will be sent out by the end of February in order after confirming the taxation condition at the municipality of previous resident registration.
*2. Once submission starts, a large number of Letters of Confirmation are expected to be returned at once. After processing and checking the document contents and bank account information, the benefit will be transferred in sequential order. However, there may be some cases where it could take up to one month for processing. Provision of benefits for applications by households experiencing sudden financial difficulty may require even more time.

Be aware of frauds abusing the Temporary Special Cash Benefits for Households Exempt from Resident Tax

  • Sakai City Government and Japanese Cabinet Office will never request ATM operation for this benefit
  • Sakai City Government and Japanese Cabinet Office will never requests transfer of handling fees or charges for this benefit

  • At this point, Sakai City Government and Japanese Cabinet Office will never inquire residents on private information such as household members and bank account information by phone, post or email.
